RTMK Consulting was founded by Robert (Bob) Kellam, a veteran public safety professional with more than 26 years of leadership experience with the Chicago Police Department. Since joining the department in 1999, Bob has served in a variety of operational and leadership assignments and currently serves as a Lieutenant overseeing proactive public safety operations in Chicago.

Bob is a graduate of the prestigious FBI National Academy, Session #298, at the FBI Academy in Quantico, Virginia. Internationally recognized for developing executive-level leaders in law enforcement and public safety, the Academy further strengthened his expertise in crisis leadership, emergency management, organizational resilience, and critical incident command.

A highly decorated law enforcement leader, Bob has received two Superintendent's Awards of Tactical Excellence for his leadership as Incident Commander during complex, high-risk public safety incidents. His extensive real-world experience managing emergencies forms the foundation of RTMK Consulting's practical, solutions-focused approach to school and workplace safety.

Bob holds a Master of Arts in Emergency Management and Homeland Security from Arizona State University and a Bachelor of Arts in Criminal Justice from the University of Illinois Springfield. His combination of graduate education and decades of operational leadership enables him to develop preparedness strategies that are both strategically sound and operationally effective.

Beyond his law enforcement career, Bob has become a trusted consultant, instructor, and presenter for schools, colleges, universities, churches, nonprofit organizations, and private-sector clients throughout the Chicago area. He has also provided emergency preparedness and workplace safety consulting for corporations, financial institutions, and professional service organizations, helping leaders strengthen organizational resilience and improve readiness for critical incidents.

Bob is also a husband and father of three children. His wife, Meghan, has dedicated her career to elementary education, giving him firsthand insight into the challenges schools face every day. That perspective reinforces RTMK Consulting's mission: to help organizations prepare with confidence, respond effectively, and create safer learning and working environments.
