RTMK Consulting is a school and workplace safety consulting firm founded by Bob Kellam. He has been with the Chicago Police Department since 1999 and is currently the Tactical Lieutenant of the 008th District. With decades of experience leading high-stakes operations, Bob brings real-world expertise and practical planning solutions to schools and private institutions seeking to enhance their emergency readiness.

Bob is a highly decorated officer, including two Superintendent’s Awards of Tactical Excellence for his leadership as Incident Commander during critical incidents, including active shooter events and barricaded subjects. His experience coordinating law enforcement response under extreme pressure forms the foundation of RTMK’s calm, methodical approach to school and workplace safety.

He holds a Master’s degree in Emergency Management and Homeland Security from Arizona State University, along with a Bachelor’s degree in Criminal Justice from the University of Illinois at Springfield. Bob has served as a trusted consultant and in-service presenter for emergency preparedness and active threat training at several Chicago-area schools, including St. John Fisher, St. Christina, Marist, St. Rita of Cascia, Brother Rice, and Leo Catholic High School.

His services include the development of Emergency Operations Plans (EOPs), site security assessments, reunification protocols, Threat Assessment Team design, and customized faculty safety training, all tailored to meet the specific legal requirements and the specific needs of each school or institution.

Bob is also a husband and father of three. His wife, Meghan, is a 2nd-grade teacher, giving him a deeply personal connection to the daily realities educators face.
